New Orleans Amends "Aggressive Solicitation" Ordinance As Litigation Goes On
AP reports that on Thursday, the city of New Orleans revised its "aggressive solicitation" ordinance to eliminate the ban on loitering or gathering on Bourbon Street to disseminate "any social, political, or religious message between the hours of sunset and sunrise." The change also eliminated the ban on "conduct which reasonably tends to arouse alarm or anger in others." A federal court last September issued a TRO barring enforcement of the ordinance in a suit brought by a street preacher who was arrested during the Southern Decadence gay pride festival in 2012.
