Recount Looming In Slim Primary Victory of Controversial Wisconsin House Candidate

The Hill reports that a likely recount in Wiconsin's Republican congressional primary has called into question Tuesday's initial apparent victory of state senator Glenn Grothman. As of Wednesday morning, Grothman was leading by only 214 votes. (Wis. Election Watch). Grothman, running for the Republican nomination for the U.S. House of Representatives in Wisconsin's 6th District, has become controversial because of his conservative social views.  According to The Hill:
Grothman recently said it was "unbelievable" that Secretary of State John Kerry criticized Uganda's harsh anti-gay laws, and has repeatedly called homosexuality a "sin," saying it "should not flourish" in American society. He's also attacked what he's called the "war on men" during a 2010 Tea Party rally, has said that "money is more important for men" as part of explaining why he opposed equal pay legislation, and has sponsored legislation that said that single parenting is a contributing factor to child abuse.

Bill Would Eliminate Constitutional Problems With Parsonage Allowance

As previously reported, an appeal has been taken to the 7th Circuit in Freedom From Religion Foundation v. Lew, in which a Wisconsin federal district court held that the tax code provision excluding a minister's parsonage allowance from gross income violates the Establishment Clause because it benefits religious persons but not others. The appeal has drawn a number of amicus briefs from religious organizations across the spectrum. (Links to briefs and other documents.) On Monday, Louisiana Representative Bill Cassidy introduced a bill into Congress which, if enacted, would presumably remove the constitutional problems with the parsonage allowance. (Cassidy press release.)  H.R. 4493 provides that Section 107 of the Internal Revenue Code that grants the parsonage allowance to any "minister of the gospel"-- a term already interpreted by the courts to include non-Christian clergy as well-- is amended to add:
For purposes of this section, the term `minister of the gospel' includes any duly recognized official of a religious, spiritual, moral, or ethical organization (whether theistic or not).
So far, the bill has no co-sponsors and hearings on it have not been scheduled.  The progress (if any) of the bill through Congress can be followed here. [Thanks to Robert Baty for the lead.]

President Signs Bill Granting Pension Funding Flexibility To Charities

On Monday, the President signed into law HR 4275,  the Cooperative and Small Employer Charity Pension Flexibility Act. Rep. Susan Brooks, sponsor of the bill, described it as follows after the House passed the legislation:
The legislation ensures that charitable and cooperative associations are not swept into the Pension Protection Act of 2006 (PPA) funding rules, which require them to fund their pension plans at levels commonly associated with high risk plans. These groups received a temporary exemption from the rules in 2006 which is set to expire in 2017. H.R. 4275 makes the exemption permanent.

House Committee Holds Hearing On Persecution of Religious Communities In Vietnam

A video is now available online of the March 26 hearing by the U.S. House Foreign Affairs Committee's Tom Lantos Human Rights Commission on  Persecution of Religious and Indigenous Communities in Vietnam. The hearing Witness List included USCIRF Commissioner Eric P. Schwartz (written testimony), Father Phan Van Loi (Co-Founder of the Association of Former Vietnamese Prisoners of Conscience), Sub-dignitary Nguyen Bach Phung (Clergy member of an independent Cao Dai Sect); Yunie Hong (Director of Policy Advocacy, Hmong National Development), and Rong Nay (Executive Director, Montagnard Human Rights Organization).

Boehner, Pelosi Invite Pope To Address Joint Session of Congress

As Pope Francis marks his first anniversary as Pontiff, House Speaker John Boehner announced yesterday that he has extended an open invitation to Pope Francis to address a joint meeting of the U.S. Congress, saying in part:
His tireless call for the protection of the most vulnerable among us—the ailing, the disadvantaged, the unemployed, the impoverished, the unborn—has awakened hearts on every continent....
Many in the United States ... have embraced Pope Francis’ reminder that we cannot meet our responsibility to the poor with a welfare mentality based on business calculations.  We can meet it only with personal charity on the one hand and sound, inclusive policies on the other.
The Holy Father’s pastoral message challenges people of all faiths, ideologies and political parties.  His address as a visiting head of state before a joint meeting of the House and Senate would honor our nation in keeping with the best traditions of our democratic institutions.  It would also offer an excellent opportunity for the American people as well as the nations of the world to hear his message in full.
Time reports that House minority leader Nancy Pelosi issued a statement joining in the invitation.

New Congressional Ahmadiyya Muslim Caucus Formed

The Washington Times and AFP report on the launch last Friday (2/28) of a new Congressional Ahmadiyya Muslim Caucus, co-chaired by Rep. Frank Wolf (R-VA) and Rep. Jackie Speier (D-CA). Some 15,000 to 20,000 Ahmadis live in the United States. Many orthodox Muslim groups consider the Ahmadis apostates because of their theological beliefs, and they have been persecuted particularly in Pakistan and Indonesia.  An Ahmadiyya spokesman said that the new Congressional caucus will advocate for the rights of all persecuted religious communities.  The Council on American-Islamic Relations expressed mixed feelings about the new caucus, saying: "we question Rep. Wolf’s involvement and genuine concern for issues of importance to our community given his long history of working with anti-Muslim fringe groups and causes." [Thanks to Mahmood Ahmad for the lead.]
