Student's Distribution of Religious Valentines On Campus Is Protected Speech
In Olsen v. Rafn, (ED WI, Sept. 13, 2019),a Wisconsin federal district court held that Northeast Wisconsin Technical College's Public Assembly Policy violates the free speech rights of plaintiff, a student at the college. The school contended that Polly Olsen violated its policy by distributing hand-made Valentines with Biblical verses on them to fellow students, friends and staff at various places on campus. The school's policy, both the one in effect at the time of plaintiff's activity and an amended one subsequently adopted, limits assembly and expressive activity to designated Public Assembly Areas. Quoting precedent, the court held that the school's limitations on speech as applied here are an "anathema to the nature of a [college], which is ‘peculiarly the marketplace of ideas'." Valentine's Day Remains Controversial In Some Conservative Muslim and Hindu Areas
Again this year, Valentine's Day is countering opposition from conservative religious leaders in some nations. Voice of America reports that Pakistan's Electronic Media Regulatory Authority sent instructions to radio and television stations based on a ruling last year by the Islamabad High Court that Valentine's Day is un-Islamic, spreading immorality, nudity and indecency. PEMRA told its licensees:
Respondents are directed to ensure that nothing about the celebrations of Valentine's Day and its promotion is spread on the Electronic and Print media," PEMRA's directive stated. "No event shall be held on an official level and at any public place. PEMRA is directed to ensure that all the TV channels shall stop the promotion of Valentine's Day forthwith."Meanwhile, the Indonesian province of South Sulawesi has also continued its ban of the celebration of Valentine's Day. (Jakarta Post). And in the Indian state of Karnataka, Shri Ram Sena pro-Hindu activists have been burning Valentines in effigy, claiming Valentine's Day as anti-Hindu. (MeriNews). Arab News reports however that Valentine's Day has become one of the most celebrated events in Egypt.

Pakistani Court Bans Public Valentine's Day Celebrations
AP reports that a court in Pakistan's capital of Islamabad has banned all Valentine's Day celebrations in public places or at official levels in the capital city. The court, whose ruling applies only in the capital city, said that the celebrations violate Islamic law. Pakistan's media regulator instructed all media outlets not to print or broadcast any Valentine's Day promotions.

Jehovah's Witness Teacher Sues Over Valentine's Day Party Requirement
As reported on Friday by MLive, in Michigan a former teacher has sued the Southfield school system because her principal ordered her to plan a Valentine's party for her 4th grade class despite her objection that her Jehovah's Witness beliefs preclude her from celebrating St. Valentine's Day. The complaint in Lemmons v. Southfield Public Schools, (ED MI, filed 1/4/2016), says that the teacher, Yvonne Lemmons, did not show up the day of the party, and soon afterwards the district laid her off. Lemmons says it was retaliation. Lemmons initially filed a complaint with the EEOC, and it found reasonable cause.
