Pope Says Biden Should Not Be Denied Communion

According to a New York Times report yesterday:

President Biden told reporters on Friday that Pope Francis had called him a “good Catholic” and said he should keep receiving communion, an unexpected development that appeared to put a papal finger on the scale in a debate raging in the United States’ Roman Catholic Church over whether the president and other Catholic politicians who support abortion rights should be denied the sacrament....

Asked to confirm Mr. Biden’s remarks, Matteo Bruni, the Vatican spokesman, said the Holy See limited its comments to the news release about subjects discussed during the meeting and added, “It’s a private conversation.”

In a separate article today, the New York Times reports that President Biden received communion Saturday evening at St. Patrick’s Church in Rome, an English-speaking church dedicated to the American Catholic community. President Biden is in Italy for a meeting of G20 leaders, as well as for his meeting with Pope Francis.

Biden Meets With Pope Francis

As reported by CNN, President Joe Biden met for 90 minutes this morning with Pope Francis at the Vatican. The White House released a brief readout (full text) of the meeting, which said:

In his audience with Pope Francis today, President Biden thanked His Holiness for his advocacy for the world’s poor and those suffering from hunger, conflict, and persecution. He lauded Pope Francis’ leadership in fighting the climate crisis, as well as his advocacy to ensure the pandemic ends for everyone through vaccine sharing and an equitable global economic recovery.

After his audience with the Pope, Biden met with Vatican Secretary of State Cardinal Parolin. They discussed a variety of issues (White House readout), including advocacy for religious freedom world-wide.

President Biden's Statement On International Religious Freedom Day

Yesterday was International Religious Freedom Day, commemorating the signing of the International Religious Freedom Act of 1998.(Current version). Yesterday President Biden issued a Statement (full text) marking the day, saying in part:

We stand in defense of religious freedom not only as an expression of our deepest values but also because it is a vital national security priority. The United States will continue to rally the globe to protect and promote the right of freedom of religion or belief, including through multilateral coalitions such as the International Religious Freedom or Belief Alliance.

Biden Picks Former Indiana Senator As Ambassador To Vatican

Last Friday, the White House announced that President Biden will nominate former Indiana senator Joseph Donnelley as Ambassador Extraordinary and Plenipotentiary to the Holy See. Indianapolis Star reported on the nomination. Donnelley has also been a faculty member at Notre Dame and is presently a partner at the law firm of Aiken Gump.

Today President Biden issued a statement (full text) on the Jewish holy day of Yom Kippur which begins this evening. The statement reads in part:

Biden Issues Rosh Hashanah Greetings

Rosh Hashanah, the Jewish New Year, begins this evening at sundown. Yesterday President Biden issued a Statement (full text) extending holiday wishes from himself and Jill Biden to those celebrating the holiday. The statement reads in part:

Rosh Hashanah is a reaffirmation that we are each endowed, by virtue of our Creator and our common humanity, with the ability to bridge the gap between the world we see and the world we seek.

In that effort, we’ve made significant progress, but much work remains. To protect ourselves and each other against a once-in-a-century virus. Biden Criticizes Supreme Court's Decision On Texas Abortion Ban; Directs Federal Response

Today President Biden issued a Statement (full text) critical of last night's Supreme Court decision refusing to block Texas' heartbeat abortion law. Biden said in part:

By allowing a law to go into effect that empowers private citizens in Texas to sue health care providers, family members supporting a woman exercising her right to choose after six weeks, or even a friend who drives her to a hospital or clinic, it unleashes unconstitutional chaos and empowers self-anointed enforcers to have devastating impacts. Complete strangers will now be empowered to inject themselves in the most private and personal health decisions faced by women.... For the majority to do this without a hearing, without the benefit of an opinion from a court below, and without due consideration of the issues, insults the rule of law and the rights of all Americans to seek redress from our courts....

... I am directing that Council and the Office of the White House Counsel to launch a whole-of-government effort to respond to this decision, looking specifically to the Department of Health and Human Services and the Department of Justice to see what steps the Federal Government can take to ensure that women in Texas have access to safe and legal abortions as protected by Roe, and what legal tools we have to insulate women and providers from the impact of Texas’ bizarre scheme of outsourced enforcement to private parties.

Biden Issues Statement On Anti-Semitic Attacks

On Friday, President Biden issued a Statement (full text) on the Rise of Anti-Semitic Attacks. The Statement reads in part:

In the last weeks, our nation has seen a series of anti-Semitic attacks, targeting and terrorizing American Jews.... I will not allow our fellow Americans to be intimidated or attacked because of who they are or the faith they practice.

We cannot allow the toxic combination of hatred, dangerous lies, and conspiracy theories to put our fellow Americans at risk. President Signs COVID-19 Hate Crimes Act

Yesterday, President Biden signed into law S.937, COVID-19 Hate Crimes Act. (full text). While the impetus for the bill was the increase in hate crimes against Asian-Americans and Pacific Islanders, the Act's provisions ramp up enforcement efforts relating to a broader group of hate crimes, including crimes committed because of the victim's religion. Among the Act's provisions are the following:

(1) Expedited review of hate crimes by the Justice Department during the next year.

(2) Justice Department must issue new guidance to states and localities on how to create online reporting of hate crimes and expand public education campaigns.

(3) Grants to states and local governments to assist in reporting of hate crimes to the National Incident-Based Reporting System.

(4) Grants for state-run Hate-Crime Hot Lines.

(5) Grants for law enforcement activities or crime reduction programs to respond to hate crimes.

(6) Justice Department must provide an annual report to Congress on the incidence of hate crimes.

(7) New provision on sentencing for hate crimes. If court imposes a term of supervised release after imprisonment, the court may order defendant to take classes or provide community service directly related to the community harmed by the defendant's offense.

Vatican Cautions U.S. Bishops Over Moves To Deny Communion To President Biden

AP reported last month that the U.S. Conference of Catholic Bishops is considering issuing a document that would call for denying Communion to public officials-- including President Joe Biden-- who support abortion rights. Now the Vatican has made its views on the process known.  According to yesterday's National Catholic Reporter:

The Congregation for the Doctrine of the Faith has urged the U.S. bishops to proceed with caution in their discussions about formulating a national policy "to address the situation of Catholics in public office who support legislation allowing abortion, euthanasia or other moral evils."...

In the letter to Archbishop José Gomez of Los Angeles, president of the U.S. Conference of Catholic Bishops, [Cardinal Luis] Ladaria also insisted: such a policy cannot usurp the authority of an individual bishop in his diocese on the matter; the policy would require near unanimity; and it would be "misleading" to present abortion and euthanasia as "the only grave matters of Catholic moral and social teaching that demand the fullest level of accountability on the part of Catholics."

The letter, dated May 7 and obtained by Catholic News Service in Rome, said it was in response to a letter from Gomez informing the doctrinal congregation that the bishops were preparing to address the situation of Catholic politicians and "the worthiness to receive holy Communion."...

Yesterday Was National Day of Prayer

A federal statute, 36 USC 169h, provides:

The President shall set aside and proclaim the first Thursday in May in each year as a National Day of Prayer, on which the people of the United States may turn to God in prayer and meditation at churches, in groups, and as individuals.

Yesterday was the first Thursday in May, and earlier this week President Biden issued a Proclamation (full text) announcing the day. It reads in part:

Today, we remember and celebrate the role that the healing balm of prayer can play in our lives and in the life of our Nation.  As we continue to confront the crises and challenges of our time — from a deadly pandemic, to the loss of lives and livelihoods in its wake, to a reckoning on racial justice, to the existential threat of climate change — Americans of faith can call upon the power of prayer to provide hope and uplift us for the work ahead.

UPDATE: The President's Proclamation has created some controversy. A Liberty Counsel press release says in part:

For the first time in 70 years, there was not a public prayer gathering at the U.S. Capitol Building yesterday during The National Day of Prayer, and Joe Biden made no mention of God in his proclamation.

President Declares May As Jewish American Heritage Month

Today President Biden issued a Proclamation (full text) declaring May 2021 as Jewish American Heritage Month. The Proclamation reads in part:

Alongside this narrative of achievement and opportunity, there is also a history — far older than the Nation itself — of racism, bigotry, and other forms of injustice.  This includes the scourge of anti-Semitism.  In recent years, Jewish Americans have increasingly been the target of white nationalism and the antisemitic violence it fuels.

As our Nation strives to heal these wounds and overcome these challenges, let us acknowledge and celebrate the crucial contributions that Jewish Americans have made to our collective struggle for a more just and fair society; leading movements for social justice, working to ensure that the opportunities they have secured are extended to others, and heeding the words of the Torah, “Justice, justice shall you pursue.”

Biden Labels 1915 Armenian Massacre As "Genocide"

For the first time yesterday, a sitting U.S. President labelled the 1915 massacre of Armenians as "genocide". In a Statement (full text), President Biden said in part:

Each year on this day, we remember the lives of all those who died in the Ottoman-era Armenian genocide and recommit ourselves to preventing such an atrocity from ever again occurring. Beginning on April 24, 1915, with the arrest of Armenian intellectuals and community leaders in Constantinople by Ottoman authorities, one and a half million Armenians were deported, massacred, or marched to their deaths in a campaign of extermination. We honor the victims of the Meds Yeghern so that the horrors of what happened are never lost to history. And we remember so that we remain ever-vigilant against the corrosive influence of hate in all its forms....

The American people honor all those Armenians who perished in the genocide that began 106 years ago today.

Biden Statement on the Beginning of Ramadan

Yesterday President Biden issued a Statement on the Beginning of Ramadan (full text), saying in part:

On my first day as President, I was proud to end the shameful Muslim travel ban, and I will continue to stand up for human rights everywhere, including for Uyghurs in China, Rohingya in Burma, and Muslim communities all over the world.

As we remember those who we have lost since last Ramadan, we are hopeful for brighter days ahead.  The Holy Qur’an reminds us that “God is the light of the heavens and earth,” who leads us out of darkness to the light.  Although our White House festivities will be held virtually this Ramadan, Jill and I look forward to resuming the traditional White House Eid celebration in person next year, inshallah.  We wish your families an inspiring and rewarding month.

Biden Issues Holocaust Remembrance Proclamation

Today President Biden issued a Proclamation (full text) designating April 4 through April 11 as Days of Remembrance of Victims of the Holocaust.  The Proclamation reads in part:

On Yom HaShoah — Holocaust Remembrance Day — we stand in solidarity with the Jewish people in America, Israel, and around the world to remember and reflect on the horrors of the Holocaust. An estimated six million Jews perished alongside millions of other innocent victims — Roma and Sinti, Slavs, disabled persons, LGBTQ+ individuals, and others — systematically murdered by the Nazis and their collaborators in one of the cruelest and most heinous campaigns in human history....

I remember learning about the horrors of the Holocaust from my father when I was growing up, and I have sought to impart that history to my own children and grandchildren in turn. I have taken them on separate visits to Dachau, so that they could see for themselves what happened there, and to impress on them the urgency to speak out whenever they witness anti-Semitism or any form of ethnic and religious hatred, racism, homophobia, or xenophobia. The legacy of the Holocaust must always remind us that silence in the face of such bigotry is complicity — remembering, as Rabbi Abraham Joshua Heschel wrote, that there are moments when “indifference to evil is worse than evil itself.”

Earlier this week, President Biden signed a Presidential Proclamation (full text) declaring March 31 as "Transgender Day of Visibility". The Proclamation reads in part:

Transgender Day of Visibility recognizes the generations of struggle, activism, and courage that have brought our country closer to full equality for transgender and gender non-binary people in the United States and around the world.  Their trailblazing work has given countless transgender individuals the bravery to live openly and authentically.  This hard-fought progress is also shaping an increasingly accepting world in which peers at school, teammates and coaches on the playing field, colleagues at work, and allies in every corner of society are standing in support and solidarity with the transgender community.
